Job details: Bill & Melinda Gates Foundation Position Description Bill & Melinda Gates Foundation Position Title: Program Officer, Global Health Advocacy Summary: The Global Health Advocacy team works within the foundation’s Global Health program to improve awareness of and commitment to major health interventions that will reduce global health inequities. The position of Program Officer, Global Health Advocacy will be responsible for a combination of government relations work and grant making to support general advocacy activities. The government relations work will focus primarily on policy makers in the U.S. and Europe, helping to communicate and get support for the foundation’s global health priorities. The grantmaking will involve management of an existing portfolio of grants to organizations working to promote global health as a priority issue, as well as the identification of new grants to strengthen and extend this work. All activities will require the development and implementation of detailed strategies and work plans, and close collaboration with colleagues to ensure integration and coordination with the foundation’s overall global health strategy. To succeed, the Program Officer must bring leadership to the identification and selection of partners and creativity to development and implementation of programs and partnerships. The Program Officer must also bring a depth and breadth of experience in and knowledge of donor governments’ global health activities and mechanisms, including legislative and administrative; international public health needs; evidence-based advocacy. Finally, the Program Officer must demonstrate experience with, and commitment to, working with and supporting non-governmental organizations engaged in policy and advocacy work. Responsibilities:Campaigns: Identify and initiate viable campaign and issue management strategies in support of Global Health priorities. Creation and engagement of coalitions, alliances and organizations to increase awareness to advance the case for global health generally, as well as on specific diseases and conditions including HIV/AIDS, malaria, tuberculosis and/or improved maternal, newborn and child health. This includes:-Supporting campaign coalitions and alliances-Liaising with government relations and media partners and grantees-Creating innovative campaign strategies at global and national levels-Designing citizen mobilization and civil society outreach programsGovernment Relations: Design and implement strategies to achieve objectives consistent with the foundation’s vision as a catalyst for increased public and private sector engagement in global health. Engagement of senior policy makers directly and through the foundation’s principals. This includes:-Promoting an enhanced, sustained, and science-based response by governments to address the public health needs of those living in the developing world.-Monitoring, evaluating and analyzing trends and policy issues relevant to governmental leadership on health.-Forming key partnerships with individuals and organizations – in both the public and private sector – to enhance implementation of programmatic strategies and tactics.-Identifying opportunities for the development of strategic alliances to further the objectives of the Global Health Advocacy team related to increasing donor governmental support.Grant Making: Develop and manage a substantial portfolio of high-impact, complex grants requiring high-level strategy and grant management skills, including:-Reviewing letters of inquiry and grant proposals; provide recommendations for funding including drafting and editing proposal summaries for submission to the Director, President, Chief Executive Officer, and Co-Chairs.-Partnering with grantees to develop projects and define key outcomes and milestones. Ensuring that appropriate monitoring and evaluation systems and processes are established to produce robust evaluation of outcomes. -Consulting with grantees to achieve desired impact of grants, for example by conducting site visits, providing technical guidance, convening meetings of key stakeholders, and applying and evaluating performance objectives.-Collaborating with team members to manage internal processes, portfolio progress, documentation, and grant budget information and reporting.-Serving as a point of contact on portfolio-related issues for key internal and external stakeholders. -Mentor and guide other team members as appropriate and collaborate with other Global Health teams to ensure that work is aligned, supported, and enhanced by the work in other areas of the foundation.-Represent the foundation to key program-related external constituencies and on boards related to area of expertise and responsibilities of the position. This could include both formal and informal presentations such as making speeches, attending conferences and other meetings as necessary. -Write and produce informative briefings and other materials on key issues for Global Health team members and foundation leadership. Qualifications: -A minimum of 10 years experience, preferably with a strong mix of service in either the public and/or non-profit sectors both in the U.S. and abroad.-Demonstrated excellent leadership, analytical, interpersonal, and written and oral communication skills, in positions requiring communication with a broad and diverse audience. -Demonstrated track record of working collaboratively in a team-oriented, highly demanding environment.-Experience in the conception, design and management of strategies, initiatives and programs related to motivating an enhanced governmental response, preferably for improved public health in the developing world. -Knowledge of the legislative and administrative processes and structures in the U.S. and major European donor countries pertinent to global health research, funding, or policymaking. -Demonstrated success in leadership roles developing and managing policy and advocacy organizations, programs or initiatives requiring a combination of strong analytical, writing and management skills. Experience in a range of complex multinational or international organizations and institutions is strongly desired.-Experience related to developing, managing and implementing project and grant-making strategies, including partnering with grantees on the definition of objectives and deliverables and monitoring and evaluation of results. -Ability to work with flexibility, efficiency, enthusiasm, and diplomacy both individually and as part of a complex team effort.-A deep commitment to global health and development issues.-An advanced degree in public health, public policy, international relations, or a related field is strongly preferred.-Ability to travel up to 20% domestically and internationally.
