Cause if I understand it correctly Laser is structured light. In this case can I call this Leo a laser scanner?

Emm, no. You are doing a logical mistake "If conifers is a type of trees and birch is a tree, does this mean that birch is a conifer?"
As birch definetly not a confer.
For Laser scanner: https://www.artec3d.com/portable-3d-scanners/laser-ray Artec says directly that it is a 3d scanner. So Leo is not a 3d scanner.
