Need a program to convert photos to 3D head models WITH HAIR

Does anyone know which software is it that's being used here in this video:



I need a program that converts photos to 3d head models complete with the hair, using one photo. All the programs I found makes the modelling on face thus creating bald models. I need a program like the one in this video.

The quality of the video is too low all the icons are blures so I can't figure out what software is this.
It doesn't look like anything I have worked with.
